After 2003, Iraq realized the magnitude of the economic challenges it faces at various levels, and for this reason, Iraq adopted a policy of openness to all regional and international parties in the hope of creating an appropriate economic environment through which to face challenges and achieve economic stability by attracting foreign investments to Iraq.

Iraq has given China priority in developing its economic relations with it, as the strategic partnership between the two countries has expanded to advanced levels.
