Abstract EN

Civil values constitute the main basis for the establishment of a modern civil state, and their importance increases in emerging democracies that are in transition from dictatorship and harsh totalitarian rule to competitive democracy, as is the case in Iraq.

The existence of civic values enhances the rule of law and gives strength to constitutional institutions.

Civil values do not gain their strength, stability and continuity with the spread of extremist and violent ideas and methods of behavior.

Therefore, we need an appropriate moderate approach that governs the values that people prefer and determines their behavioral trends.

Defining the concept of moderation, its relationship to civic values, and the requirements for its success in Iraq constitutes the main problem of this research.

The Iraqi approach requires the provision of specific conditions, without which the talk of moderation is just an overarching talk that is not applicable.

In order to prove the hypothesis, the research will divided into three axes that were preoccupied with answering the main questions identified in the above problem.

About moderation as an intellectual luxury, rather it is a basic need for building the Iraqi state on correct modern foundations.
