Criminal policy and modern punitive scientists have begun to move to find alternatives to the punishments that are negative for freedom, and since the punishment no longer works in achieving deterrence of both types and therefore a number of measures must be taken, including measures to address the phenomenon of increased numbers of prisoners and the possibility of replacing the negative penalties of freedom with alternative and qualified measures This will allow the convicted to be integrated into social life and thus become active members of society, so the countries are beginning to change their philosophy in the rhythm of punishment and avoid the negative effects of the negative punishment of freedom on the offender or society and find alternative solutions from imprisonment and seek and work to employ this in order to achieve the desired goal of punishment, and thus the majority of countries have begun to adopt the alternative penal system
