Arabic Abstract

هدفت هذه الدراسة إلى التعرف على مفهوم الواقعية في السياسة الخارجية الأمريكية، وتمثلاثه فيها.

والتعرف على مواقف وقرارات السياسة الخارجية الأمريكية تجاه الأزمة السورية.

وتحديد أسباب ودوافع السياسة الخارجية الأمريكية تجاه الأزمة السورية.

تمثلت مشكلة الدراسة في أن السياسة الخارجية للولايات المتحدة الأمريكية ارتبطت دائماً بالواقعية السياسية القائمة على تحقيق مصالح الأمن القومي، وهو ما يشمل في حالة الولايات المتحدة الأمريكية تحقيق وإدامة الهيمنة على أقاليم حيوية عدة حول العالم، وفي مقدمتها إقليم الشرق الأوسط، لما يحتوي عليه ويتضمنه من مصالح أمريكية متعددة، وهو الإقليم الذي تقع سوريا في قلبه، وهو ما يستدعي بالتالي تدخلات مباشرة وصريحة وحاسمة من قبل الولايات المتحدة الأمريكية في الأزمة السورية، إلا إن مثل هذه الاستجابة غابت عبر سنوات الأزمة، حيث اتسمت السياسة الأمريكية جبال الأزمة بما يمكن الاطلاق عليه الانخراط من الخلف" في معظم مراحلها.

السؤال المحوري للدراسة هو: ما هو تأثير الواقعية على سياسة الولايات المتحدة الأمريكية الخارجية تجاه الأزمة السورية واستخدمت الدراسة المنهج الوصفي التحليلي الذي يقوم على دراسة الأحداث والظواهر من خلال الوصف بدايةً، ومن ثم تحليلها من خلال تصنيفها وتقييمها وتفسيرها، ومنهج صنع القرار الذي يركز على القرارات والمواقف الصادرة عن صناع القرار في الوحدات الدولية المختلفة، ويتعامل معها كأساس تحليل العلاقات بين هذه الوحدات.

قامت الدراسة على فرضية مفادها أنه بالرغم مما بدا من تحولات على صعيد شكل وطبيعة قرارات ومواقف السياسة الخارجية الأمريكية تجاه منطقة الشرق الأوسط وفي الأزمة السورية، إلا إنها استمرت بممارسة سياسة ،واقعية، باعتماد أدوات مختلفة.

خلصت الدراسة إلى نتائج عدة أهمها أن الولايات المتحدة الأمريكية لم تجد في التدخل الروسي العسكري في سوريا بالضرورة خسارة حاسمة لها وإنما تعاملت مع ذلك من منظور واقعي باعتباره يأتي بدايةً ضمن مناطق نفوذ تاريخية لروسيا، ومن ثم باعتباره قد يكون سبباً لإغراق روسيا في "المستنقع" السوري.

وفيما يتعلق بالتحالف الأمريكي مع المقاتلين الأكراد، فقد خلصت الدراسة إلى أنه وبسبب ما أدى له من إضرار بالشراكة الاستراتيجية الأمريكية مع تركيا، ووفقاً للمنطق الواقعي الأمريكي، فإنه من غير المستبعد أن تقوم الولايات المتحدة بالتراجع عنه، وذلك بعد الانتهاء من اعتماد الأكراد كورقة تكتيكية تحقق أهدافاً ضمن المرحلة الحالية من الأزمة السورية.

أوصت الدراسة بتعزيز الإدراك لدى صناع القرار بطبيعة المواقف والسياسات الأمريكية، وذلك من حيث اعتبارها تنطلق بالمقام الأول من منظور المصالح الأمريكية، وضرورة الحرص على تفعيل أدوات واعتماد أوراق يكون لها التأثير على المصالح الأمريكية وبحيث يرغم ذلك المفاوض الأمريكي على تقديم التنازلات وعدم التشدد في المواقف.

English Abstract

This study aimed to identify the concept of realism in US foreign policy, and its representations therein.

And to define the positions and decisions of the US foreign policy towards the Syrian crisis.

And to determine the causes and motives of US foreign policy towards the Syrian crisis.

The problem of the study centered around that the US foreign policy has always been linked to political realism based on achieving national security interests, which in the case of the US includes achieving and maintaining hegemony over several vital regions around the world, especially the Middle East region, due to the multiple American interests it contains.

It is the region in which Syria is located, which therefore calls for direct, explicit and decisive interventions by the US in the Syrian crisis, but such a response has been absent throughout the years of the crisis, as the US policy towards the crisis has been characterized by what can be called "engagement from behind." In most of its stages.

The main question of the study is: What is the effect of realism on US foreign policy towards the Syrian crisis? The study used the analytical approach, which is based on studying events and phenomena through description first, and then analyzing them through classification, evaluation and interpretation, and a decision-making approach that focuses on decisions and positions issued by decision-makers in various international units, and deals with them as a basis for analyzing the relationships between these units.

The study was based on the assumption that, despite what appeared to be shifts in the form and nature of US foreign policy decisions and positions towards the Middle East and the Syrian crisis, they continued to practice realistic policy, by adopting various tools.

The study concluded with several conclusions, the most important of which is that the United States did not necessarily find in the Russian military intervention in Syria a decisive loss for it, but rather dealt with that from a realistic perspective, as it first comes within Russia's historical areas of influence, and then as it may be a reason for Russia to plunge into the Syrian "swamp”.

As for the American alliance with the Kurdish fighters, the study concluded that, because of its incompatibility with the US strategic partnership with Turkey, and according to American realistic logic, it is expected that the United States will retreat from it, after the completion of the adoption of the Kurds as a tactical card that achieves goals within the current stage of the Syrian crisis.

The study recommended enhancing awareness among decision-makers of the nature of American positions and policies, in terms of considering them to be based in the first place from the perspective of American interests, and the need to ensure the activation of tools that have an impact on American interests, so that this forces the American negotiator to make concessions and not to be strict in positions.
