The social dimension is of particular importance among the dimensions of sustainable development because sustainable development is unimaginable without considering it by local actors.

in the mountainous regions of Algeria and elsewhere, several charitable associations have emerged among these actors since the 1990s.

in this research paper, we will discuss the experience of one of these associations operating in the BeniOurtilane region north-east of Setif.

in this article we attempt to answer the following questions: what is the place of charities in the associative network of the BeniOurtilane region? what are the particularities of the Ibtissama association for people with special needs and its evolutionary process? what role does it play in the development of this mountainous region through its various projects and initiatives?
