The study of the Ottoman governing institutions and demonstrating its history, analyzing and explaining it, and seeking to compare it with its counterparts in Europe every now and then, and redeeming it to its Islamic origin, and even Persian and Byzantine influences.

it is an important tool to understand the secret behind the long period, which the Ottoman ruled.

and without knowing the development history of these institutions, many cases will remain ambiguous in the history of the Ottoman empire, especially during the nineteenth century.

among those important institutions is the grand Viziership or the government, which comes in the second place in the Ottoman ruling system.

however, its role exceeded sometimes the sultan intuition, the nerve of the political system of the Ottoman state.
