The aim of this study is to demonstrate the importance of scientific and technological competencies in enhancing the learning and innovation capacities in Algeria, starting from the following problems: how can the level of scientific and technological competence in higher education institutions in Algeria be improved in order to enhance learning and innovation capacities? we tried to answer it by Analyse of Algerian and international statistics.

among other things, Algeria's performance in developing scientific and technological competencies is poor compared to the resources invested in it.

so the situation must be rectified by an interest in investing in the human resource to enable it to build learning and innovation capacities, taking into account the quality of the resource.
