Arabic Abstract

تمتاز الخدمات لدى المجتمعات السكانية بأهمية كبيرة جداً، و ذلك لأنها تمس السكان و تعمل على تقدم و ازدهار المجتمع، و من أهم هذه الخدمات التعليم و الذي يعاني منه سكان محافظة غزة من حيث الجودة و الكفاءة، و التي تبنى على سوء توزيع المدارس و الاكتظاظ الطلابي بداخلها، و هدفت الدراسة للتعرف على أهمية التوزيع الجغرافي للخدمات التعليمية و الطواقم العاملة فيها بالإضافة إلى إجراءات الأمن و السلامة داخل المؤسسات التعليمية و خارجها، و التركيب الداخلي للمؤسسة التعليمية و مدى تأثير ذلك على جوده و كفاءه الخدمات التعليمية.

و من أهم النتائج التي توصلت إليها الدراسة أن التعليم العام الحكومي يعاني من سوء التوزيع في بعض المناطق و الاكتظاظ الطلابي في الفصول و الذي يصل إلى 41,1 طالب/ الفصل، و الذي يتفاوت بين المراحل ما بين الأساسية و الثانوية بالإضافة إلى أن الإجراءات الصحية و الأمن و السلامة داخل التعليم العام ليس بالمستوى المطلوب.

و يوصي الباحث بزيادة الاهتمام من قبل الحكومة و المجتمع بالتعليم و دعم هذا القطاع بشكل أفضل و العمل على التعاون المشترك بين المؤسسات التعليمية و المجتمع المحلي من حيث الصحة و الأمن و الحماية و السلامة و الدفاع المدني ....

المساهمة في حل أزمة التكدس في الفصول، من خلال بناء طوابق جديدة فوق المباني القائمة للمؤسسات التعليمية و إنشاء مدارس جديدة، إذا كان هناك مساحة حكومية تسمح بذلك، تثقيف السكان بالتبرع بالأراضي لإقامة مدارس عليها وذلك سعياً لحل أزمة الأراضي، أو طرح بدائل من خلال التعويض في مناطق أخرى بهدف التخلص من سوء التوزيع.

English Abstract

Services are very important to the communities, because they affect the population and work on the progress and prosperity of the community.

One of the most important of these services is education, which the residents of Gaza governorate suffer from in terms of quality and efficiency, which is based on poor distribution of schools and student overcrowding within them.

The study aimed to identify the importance of distribution The geographical location of educational services and the staff working in them, in addition to the security and safety procedures inside and outside educational institutions, the internal structure of the educational institution and the extent of its impact on the quality and efficiency of educational services.

One of the most important findings of the study is that public education suffers from a number of issues represented in poor distribution in some areas and overcrowding of students in classes, which amounts to about 45.1 students/class, which varies between primary and secondary stages, in addition to that Health, security and safety procedures within public education are not up to standard.

One of the most important recommendations is to increase the government's interest in education, better support this sector, and work on joint cooperation between educational institutions and the local community in terms of health, security, protection, safety and civil defense.

Building new floors on top of the existing buildings for educational institutions to solve the crisis of overcrowding in classrooms and working to establish new schools, if there is a government space that allows this, educating residents to donate land for the establishment of schools on them in an effort to solve the land crisis, or offering alternatives through compensation in other areas with the aim of Elimination of misdistribution.
