English Abstract

The aim of this study was to evaluate the state of innovation in the Saudi public sector organizations (PSOs), to identify the challenges these organizations face, and make recommendations to enhance the role of government innovation.

To achieve these aims, a structured questionnaire was developed which contained 7 questions about workplace innovation practices, 10 items measuring employee innovation aptitude, and 21 items measuring innovation challenges.

The study population included all 32520 trainees who attended training courses at the Institute of Public Administration of Saudi Arabia in the first term of 2021.

The data were collected using a multi-stage random sampling method.

A total of 333 valid surveys were returned out of 407 distributed, yielding an 82% response rate.

According to the findings of the study, the majority of PSOs have innovation strategies in place and have used these strategies to develop new approaches to improve their work performance.

However, the majority of these organizations lack innovation laboratories, pay little attention to creative idea appraisal, and lack innovation rewards.

Furthermore, the inappropriateness of the innovation environment, poor change management, lack of resources, and poor innovation management were the most significant innovation challenges.

The study made a number of recommendations based on the findings, including providing incentives for innovative ideas and solutions, spreading innovation in the PSOs, increasing public service employees’ awareness of government innovation, establishing innovation awards, establishing innovation administrative units in PSOs, partnering and cooperating with research centers and universities, and creating an index of government innovation.
