Abstract EN

The study aims to reach a proposed vision for the development of organizational culture in basic ducation schools in the municipality of Benghazi in the light of contemporary trends in change management.

Basically, the study reached the following results: - The weakness and dispersion of organizational culture in basic education schools in the municipality of Benghazi is nothing but the result of the ambiguity of their organizational values, which are the basis upon which any organizational culture is built, and the weak level of value compatibility and the widening of the gap between the declared values and the actually applied values.

- The Basic Education Department has never undergone any radical change in the organizational culture according to the re-engineering of its administrative processes, whether structuring the manager's performance methods, or restructuring the management of financial resources, curriculum or professional development.

- Community participation in the management of education as an organizational culture is not activated as required in the schools of the municipality of Benghazi and is limited to financial and in-kind donations provided by parents.
