Abstract EN

This article aims to provide a suggested strategic plan for developing human resources management in the Arab business organizations, highlighting the important role played by the labor force and their activities to achieve the development goals, which is not clear enough in many Arab countries and their business organizations.

there are without doubt several factors affecting this result, some of which relate to economic performance and others to management.

it also aims to study the concepts and the administrative theoretical philosophy and laws of human resources, analyzing the administrative barriers.

the management process of organizations towards finance are more important than managing human recourses.

this situation has created low or weak development result for nearly three decades, but why this result happened could be difficult to answer, without knowing the labor force problems and the way of managing them.

the study employs the descriptive analytical approach.

it falls into three sections and conclusion with the most important and findings recommendations .
