European union : establishing new approach for foreign aid

The European Union is a major political union that seeks to increase the integration among a group of independent states that have opposing interests after the end of the two destructive world wars.

Therefore, it was an obligation for the European Commission to work neutrally far away from the EU states’ interests in order not to lose the legal basis on which it had been established, for the bene fit of all EU states.

The principle of neutrality is the base on which the European Union builds its humanitarian aid approach.

The EU states linked the action of aid to several principles related to the human rights of the bene ficiaries and away from the interests of the EU states.

This is to reduce the possibility of being accused of favoring speci fic countries.

Following this approach, with a quick comparison between the USA and Chinese foreign aid, this research will present several ideas, mechanisms, and programs that the EU has developed for providing aid linking it with reforms.

The EU has developed these ideas, mechanisms, and programs based on its experience in supporting some European states before they joined the union.

This approach increased the bene ficiaries’ con fidence in the EU’s Humanitarian work on an international scale.

This study will also focus on the European Neighborhood Policy Program as a new approach in the field of foreign aid.

This new strategy is based on the need to reform the situation of neighboring states to achieve stability in the Eurozone.
