Abstract AR
تهدف هذه الدراسة إلى تسليط الضوء على وضع الجزائر في مجال العمل الحكومي الالكتروني و المتطلبات الواجب تجسيدها لتحقيق حكومة الكترونية فعالة في الفترة (2008-2020)، و هذا باستخدام مؤشر تنمية الحكومة الالكترونية (EGDI).
وقد توصلت الدراسة إلى العديد من النتائج من بينها أن مؤشر تنمية الحكومة الالكترونية في الجزائر سنة 2020 شهد نوع من التحسن في التصنيف من فئة المتوسط إلى فئة المرتفع، الا أنه بسبب ضعف مؤشر المشاركة الالكترونية للحكومة الالكترونية الناتج عن نقص في منصات التشاور و الحصول على التكنولوجيات و المهارات الرقمية، جعل ممارسات الحكومة الالكترونية في الجزائر بعيدة عما حققته باقي الدول الرائدة.
Abstract EN
This study aims to shed light on Algeria's situation in the field of e-government and the requirements to be embodied in order to achieve an effective e-government in the period (2008-2020) in using the e-Government Development Index (EGDI).
The study reached many results, including that the e-government development index in Algeria in the year 2020 improved somewhat in the classification from the medium category to the high category.
However, due to the weakness of the e-government e-participation index resulting from a lack of consultation platforms and access to digital technologies and skills makes the applications of e-government far from what other leading countries have achieved.
