The Dardanelles Strait, the Marmara Sea and the Bosphorus, which are called the “Turkish Straits”, constitute a strategically important maritime passageway for many countries, as they are the only maritime connection route between the Black Sea and the Mediterranean.

For this very basic and fundamental reason, passages through the Turkish Straits have often been the subject of international regulations.

Today, the Montreux Straits Convention as the current international agreement regulating the passage through the Turkish Straits, frequently comes on the agenda in the context of almost every important regional development.

A legal analysis of the order that the Convention establishes shows that, the Convention does not only establish a regime for passage through the Straits, it also builds a comprehensive order for the security of the Black Sea littoral States with particular attention to Turkey.

The ongoing Russia-Ukraine war demonstrates how the related articles of the Convention should be implemented during such a situation.
