The development in the field of information and communication technology has affected all aspects of public life.

Thus, they fundamentally changed the form and role of government agencies and their relations with each other and with citizens, this development led to the emergence of the concept of e-government, which aims mainly to improve the relationship of the government with citizens by facilitating the process of communication and providing electronic public services to them.
