Abstract EN

Algeria, like a many countries, is heading towards adopting the new cities strategy within its housing policies, this is in order to effectively deal with the housing crisis, and relieve pressure and overpopulation in big cities.

this strategy has been proceeded through issuance of a series of laws, the most important of which are law 08-02 relating to the conditions for establishing new cities, and law 02-06 which included the guiding principles of the city.

these laws are seen as the integration of housing policy with spatial planning, land administration, working in direction of strengthening population and environmental policy.

to judge the extent of the success of the strategy of the new cities in Algeria, this should be done by emphasizing the availability of international standards in construction, and ensure transparency in the design and implementation, and the efficiency of the population attraction of these cities, and then identifying the obstacles.

this is what this research paper seeks to detail, by emphasizing the need for these cities to be suitable for the living, economic, social and environmental aspects of individuals, and that these cities should not be a cause of aggravating the housing problem, instead of solving it effectively and radically.
