Finds strategic planning its importance in local public administration within the tasks created for local groups in achieving development at the local level, as it is the mechanism of the new public management mechanisms inspired by the field of business administration, given the confirmed results achieved by business organization by reaching encouraging levels of effectiveness in achieving objectives and efficiency in the use of resources.

the article aims to study the application of strategic planning mechanisms to human resources in the local administration to ensure their rationalization in an appropriate manner in order to provide the conditions for local development within the terms of efficiency and effectiveness.
