This study aims to high light the impact of twinning on developing the performance of local collectivities in Algeria and raising the efficiency of their performance through the legislative texts regulating the framework of twinning between local collectivities and their foreign counterparts, which today has been widely spread among different countries and has become a link to foreign partnership and support for cooperation between countries in various social, economic and cultural fields because of their positive results in the field of local development, as despite the importance of decentralized cooperation, and its contribution to creating a local economy and developing the capabilities and performance of local collectivities, its fictiveness remains limited on the ground, allowing actual and real benefit from it.
