During the British occupation, the executive institution was the instru- ment through which the Iraqi state moves during the occupation pe- riod.

it was the focus Of Iraqi society, which viewed it as capable of bringing about change and removing it from its dire reality in various fields, particu- larly social and economic conditions, at a time when that institution suffered from the colonial pressures represented by the British accreditation house, especially since all discussions and decisions resulting from them could only see the light Of day with the blessing and patronage Of the United Kingdom.

The executive institution was among two options: the first would maintain its general framework under the British blessing and the Other would lose that framework if it refused to comply with the British decision.

The executive institution was unable to take decisions in isolation from the British decision, which reflected negatively on the nature Of government activity and the direction of the general conditions in Iraq, which continued to suffer deterioration and decline under an Ottoman administrative legacy, which resulted in the nature Of the work of government departments, which burdened and preoccupied the executive institution with proposals and ac- tions that are not commensurate with.

The executive institution, through the discussions that have taken place, has attempted to transform Iraq into a qualitative leap in various fields, but the financial deficit and the faltering management have.

squandered those attempts under the surface treatment of a number Of projects that, if they were to see the light Of day and be exploited in the best way, would have con- tributed to the transition of Iraq from one situation to another, starting with the revitalization Of its economy to what would positively reflect the direction Of the number and type Of public services.
