the study findings showed that: the framework agreement is a real agreement that organizes the direct relationship between the contracting parties, and it is consistent with the promise theory in Islamic jurisprudence, except that it needs the consent of its parties while agreeing to the contract; just as the framework contract in terms of its legality is of the legality of permissible contracts in explanation, unless it is interrupted by something that takes it out of the circle of permissibility, the principle in transactions is permissibility, but the success of this contract is closely related to the extent to which its parties adhere to the values stemming from the teachings of the true Islamic religion, and derived from the holy Qur'an and the Sunnah, and other sources of Islamic shari rules.
