Abstract EN

The process of building matching is one of the tasks that still haunts the public authorities in Algeria, and since the issuance of a law matching buildings and completing their completion in a year 2008 ; the legal machine has not stopped producing texts, in an attempt to search for mechanisms for applying the law and removing obstacles facing the administration during the process of settling constructions, and the executive decree no 22 / 55 one of the latest products produced by this machine, its content determines the terms of settlement of constructions non-compliant with the delivered building permit, this decree was issued in accordance with the text of the article 113 from the finance law of the year 2017.

in this research paper, we will try to shed light on the provisions of this decree, and studying them descriptively, analytically and critically, in order to take note of the various legal aspects contained in it, and come out with its positive and negative points, to reveal what this decree adds to the legal system related to solving urban problems resulting from construction contrary to legal regulations.
