The discretion of the judiciary in the threatening fine case is reflected in the judge’s intervention to determine its amount, as well as its control over the fulfilment of the conditions of its judgement on the one hand, and on the other hand in the intervention of the one court to determine the conditions and criteria for its liquidation, and may intervene to raise its predetermined value, regardless of the differences raised by the basis of this authority at the level of jurisprudence and the judiciary.
