Abstract EN

This paper tackles the subject of the various aspect of punitive responsibility and differentiating it from other responsibilities.

This is regarded as a vital subject depending on what will be displayed in such study of three main approaches of legal responsibilities to which the public servant may be subjected.

Conceptions and dimensions of each responsibility will be explained, points of similarities and differentiation as well as civil and criminal liabilities will be displayed as well.

The public employee is considered the backbone of the administrative system in the state, not only for being the facilitator entrusted with moving forward towards achieving its specified goals but also as the controlling factor in performing the governmental work with all its diversified activities.

As the employee's breach to his commitments imposed by the administrative authorities upon which the disciplinary responsibility rely on in punishment, The disciplinary systems are rightly considered to be the most influential functional systems affecting the employee.

That's because of the impact of the decisive disciplinary penalty on the functional life of the employee and accordingly on his personal life through hurting his moral dignity and his job privileges.
