This study dealt with the issue of administrative appeal against administrative decisions in the light of Law 19-55 relating to the simplification of rulers and administrative procedures, given that the process of simplifying procedures and administrative procedures constitutes an essential starting point in the Moroccan administration reform workshops from defects that make it unable to keep pace with the developments of the times and thus meet The expectations and aspirations of citizens and investors, by establishing a new relationship between the administration and the beneficiaries based on trust, transparency, communication and openness.

This issue will be addressed, by introducing the general context in which this reform workshop falls, which was embodied by the issuance of Law No.

19-55 relating to the simplification of procedures and administrative procedures issued on March 06, 2020, which aims to bring about a fundamental change in the Moroccan administration and strengthen the bonds of trust between them.

And between the beneficiaries and the establishment of a new relationship between them and the dependents, in addition to addressing the mechanisms and methods of administrative appeal against negative administrative decisions resulting from the administration's delay in responding to requests related to administrative decisions or negative to it, or in the case of its silence, where this silence is considered a positive approval with obligating the administration to respond to requests accomplices within predetermined deadlines.
