The promotion system is one of the basic incentives that are based on realizing the employee's needs for the greater material benefits he achieves, and a higher moral position, affecting the progress of his career.

This system achieves the idea of the employee's career ambition and guarantees him progress in his career, and is considered a means of rewarding The diligent employee, which motivates him and others to raise the level of functional performance of the administrative apparatus and ensures the proper functioning of the work in it.

The promotion system works to motivate employees to constantly strive to develop their competencies and skills, which ensures that the administrative body .provides its services to all citizens easily and conveniently in order to achieve the public interest
