Throughout its long history, Morocco has been distinguished by the appearance of certain forms of management of local public affairs in complete or relative independence from the central authority.However, trying to stand at the determinants of the social system, specifically the institutions that run the mansion, is a very risky matter.

Regardless of its importance, especially when we are facing concepts that are still marred by some blurring, and the controversy has not been resolved.

The organization of the mansion is subject to a number of social institutions that ensure the management of population affairs, headed by the "JMAA", then the Sheikh or Amghar Foundation, all of which are among the oldest organizational forms that the region has known after the transition from the tribe system to the so-called mansion tribe.

These organizations exercised their authority based on organizational agreements and customary rules to be agreed upon by the elders of the mansion, who are members of a group organization under the supervision of the sheikh.

However, colonialism contributed to changing the functions of these institutions and the newest parallel new administrative institutions headed by the Office of Civil Affairs, in order to control the area and subjugate it to the authority of the colonizer.
