Nowadays the reform of the teacher training system is no less important than the reform based on improving the educational presentation structures, reforming curricula, teaching approaches, and information and communications technology...

as it is impossible for any of these reforms to achieve its goals without well-qualified teachers who carry out the task of education.

we talk about the continuous training because of the massive changes in the social, economic, technological, digital, and cognitive environment that impose dealing with this situation with constant and regular vigilance, aimed at improving and developing teachers’ knowledge and skills and competencies according to their actual needs, and according to the needs of the students, and the major institutional expectations.

In this article, we discuss the subject of the philosophy of continuous training and its engineering in educational public policies during the past two decades since the launch the National Charter for Education and Training (1999).

we will make a critical review of the most important reference documents regulating the strategy for training educational staff, in the light of which we will show the inadequacy of these educational policies; Whether relited to the misunderstanding of the philosophy of continuous training, or to the delay in adopting a clear and well-defined engineering for this kind of training, with an actual impact on the development of teachers' professional practices.
