Operational reconstruction has undergone several phases in morocco, which helped shape its features and clear its foundations, as well as decide on its planning methods, its application and the sup ervision of its implementation.

all due to the fact that despite being a local issue, it carries within national implications.

for this purpose, the municipal council's president's authority in this matter has become restricted with the opinions of several stakeholders, with the addition of municipalities being granted new powers in the field of construction.

taking into account that construction entails several rules, institutions and legal procedures, which allow the exploitation and inclusion of the field to conform to the needs of public interest as defined by administrative authorities.

the completion of any application of construction documents is bound to the agreement of several authorities, in accordance to what the governments' administrations have expressed through advisory but obliging consultations for the municipalities responsible for the application of these documents.

at other times, the consultations are obligatory and conform at the same time, such as the consultations issued by urban agencies.

thus, combining construction with a diverse supervision from several advisory bodies is deemed a logical procedure.

it is necessary to consider its opinions whether it is prior to authorizing construction works, during these works, or after the works are finilized.

the making of administrative decisions, which differ according to the nature of the construction operation, by the president of the municipal council, is contested by several other bodies.

the concerned authorities could either be elected or designated.

the increasing number of demands for operational construction licences, and the plurality of participants, is causing the duration of the file examination period to exceed the legal deadline, and therefore giving away the license by default due to the time excess.

this has caused the application for these licenses to cause several issues for the applicants.

as a result, severe harm is caused to the interests of the licence applicants, also affecting the complete application of construction dispositions in accordance to the construction files, and thus losing its purpose, negatively affecting several social, economic, cultural, environmental fields and security.
