Since sheikh Hamad al-Thani took office, the state of Qatar has been seeking to renew its legislative arsenal, foremost among which is the issuance of the permanent constitution for the country, and the updating of many legislations, the most important of which is the adoption of a distinguished legal framework that regulates the human resources system, which defines the conditions for its management and management in order to contribute to achieving the desired development.

this is the beginning of the implementation of the human resources law in Qatar on November 6, 2016, which was followed by cabinet resolution no.

32 of 2016 issuing the executive regulations for the civil human resources law on November 27, 2016.

the provisions of the law apply to civil servants in ministries, other government agencies, and public bodies and institutions.

the law emphasizes the state's commitment to ensuring that government agencies make the optimal investment of available human resources in order to achieve their goals, develop the individual capabilities of their employees, and provide a safe and fair work environment.
