Abstract EN

This research addresses the administrative and technical powers of the Council of Universities in the Saudi universities system with a view to comparing them with the Islamic jurisprudence and clarifying the extent to which these powers are in compliance with the principles of Islamic jurisprudence.

The research has been divided into an introduction and two sections.

The first section addresses: the powers of the Council of Universities as an administrative body in the light of the system of universities and Islamic jurisprudence.

The second section explores the powers of the Council of Universities as a technical body in the light of the university system and Islamic jurisprudence.

The research has concluded that, in the exercise of its functions, the Council has two types of powers.

One is the administrative powers which comprise power of approval or rejection, without technical research.

The second is the technical powers which comprise power to discuss and provide advice on matters of academic interests and to establish and approve policies and strategies for higher education.

All these powers are in compliance with the principles of Islamic jurisprudence.
