Abstract EN

During the cold war, weapons of mass destruction were the main concern of America's foreign policy.

However, even after the end of this era, that threat remained as a pain in the neck for the entire western world.

Hence, there were many international nuclear non- proliferation treaties and conventions were concluded to limit the spread of nuclear weapons, in addition to disciplines to monitor the transfer the prohibited nuclear materials which are listed in the schedules, as well as special requirements to assure proper implementation of these conventions and treaties on both of the national and the including the penal legislations.

These conventions and treaties serves the interests of all the countries concerned, especially developing countries, United Nations, and the International Atomic Energy Agency, as it plays a great role in limiting the spread of the nuclear weapons .

Possessing nuclear weapons by terrorist organization has always been the main priority for the west, however, by the time, and with more fierce and violent terrorist organizations (bearing in mind the damage caused by these dangerous weapons), that matter took pride of place in the international policies.

As a result for all of the above mentioned, we can see why the United Nation's officials were responsible for formulating the charter of the united nation- named the security council as the leading organization among all the international organizations, the matter which was discussed in San Francisco Conference where the Security council was considered as the main responsible f international peace as well as the international security.
