The public service modernization process is related with the application of principles and rules those govern the conduct of its activity.

For that, any amendment, reform and organization of this latter, especially in its relation with beneficiaries, can not be out of the legal system that governs it.

Public service matter led to create a new category of this kind, related with these new set of principles and notions, which is added to the classic one, and consolidating them, such as the public electronic service.

The application of the electronic administration is a guaranty for the adaptation of public service with the new technical developments, new administration means and principles within the framework of public interest, changing of the beneficiaries needs, as well as providing a high quality of services for the public.
