Abstract EN

The Arab spring revolutions in 2011 constituted a new hope and an exceptional opportunity for the Arab peoples towards the transition to a democratic civil state, and a complete break with the regimes of tyranny, political oppression, and economic and social backwardness.

as these revolutions revealed the fragility of the existing power structures in those countries and their lack of the most basic elements of the state.

and as with any revolution and with multiple trends and intellectual and political visions, and in the midst of the events of those revolutions and their consequences.

this study attempted to search for the minimum elements and foundations necessary to build a modern democratic civil state in response to the aspirations of those peoples who are eager for liberation and the transition to peaceful, deliberative, democratic civil rule.

the research focused on the Libyan case of a specificity- as subsequent events and developments showed- some of the successes achieved in this path did not live up to some, so those countries began weaving plots and invading intrigues and intrigues to thwart the peaceful path towards democracy and the civil state so that the experience does not transfer to it and threatens the chairs of those who occupy power in that path the countries.
