It is well known that the flag of any country is a symbol of national identity, pride, sovereignty, originality, status and dignity, so states seek through their constitutional and legislative texts to protect the flag of the state.

the Iraqi legislator has adopted its constitutional texts since the establishment of the Iraqi state in 1925 by providing for the protection of the flag, as well as the successive constitutions to follow the same approach in order to implement the 2005 constitution, and several laws were issued based on the constitutional texts to regulate the flag of the state, in addition to the Iraqi penal law that criminalizes acts that violate the state flag.
