Since ancient times, it has always respected diplomatic e representatives of their countries, and therefore it has protected them, their families and their property, in order to ensure that they carry out their work in complete freedom, Far from the influence of the receiving state, and states and peoples of different cultures have historically observed mutual obligations with the aim of ensuring the personal security of diplomats and exempting them from any legal prosecution because of their representative capacity.

To grant diplomatic immunities and privileges, the legal justification can be limited to three basic theories) the theory of representativeness, the theory of territorial extension, the theory of job requirements, (and secondary theories) the theory of reciprocity, )and each theory has its justifications and justifications on which it is based, and it is not without objections.
