This study aimed to detect and follow the context of the development of the concept of “human resources”, through the official documents that accompanied the process of reform of the education and training system.
Similarly, the study aimed to identify the constraints related to the management of the human element.
As well as the reasons for adopting the contracting policy and its evaluation in the light of the current reality.
The study concluded that the concept of human resources has known several names (human resources, human capital, human potential), and each concept has its own context of elaboration and a particular semantic connotation.
The study also concluded that the management of human resources comes up against numerous shortcomings in particular with the adoption of the contracting policy which has caused an increase in categorization between teachers, the aggravation of tensions between them and the weakening of their initial formation, in addition to wasting school time and striking the principle of equal opportunities, thus deteriorating the quality of education.
In the light of these results the study has proposed a set of avenues to ensure good governance of human resources management where the most important are the promotion of initial and continuous training, the motivation of human resources and the reinforcement of their social capacities as well as the favorable management of their professional career.
