Al-Hajawi’s trip to Europe was an occasion to answer the question of the Renaissance and an opportunity to extend the pillars of his reform project, which is based on science, order and economy using the European compass and legal purposes as anchors to fight the sources of corruption uproot the nutrients of the backward system and disrupt the engines of its production.

This was in conjunction with the establishment of the rules for the State of institutions and modern scientific thought based on facts and its strict cognitive controls in dealing with issues and developing programs and plans.

The openness to European civilization does not mean in his project the absolute adoption of its values and principles, or the call to consume its model or the desire to alienate and break with the heritage and obliterate the identity, but rather to be inspired by the incentives of modernity and the forms of its cultivation in a way that suits the state of society and raises its position among nations.
