Abstract EN

The study aimed to determine the requirements of rational investment in Yemeni higher education to build a national economy based on knowledge, through the use of the descriptive approach with the quality of survey and analysis and the method of future studies (Modified Delphi) for its relevance to the nature of the study and its objectives, and the questionnaire as a tool for data collection, which included a set of requirements classified in Five areas based on the results of the survey tour.

After verifying the validity and stability of the tool, and then formulating it in its final form، it was applied to an intentional sample of experts in planning and economics of education in Yemeni universitie, who numbered (21) experts, and were subjected to statistical analysis, which showed a number of results, the most important of which are: The degree of importance of rational investment requirements in Yemeni higher education for building a national economy based on knowledge, as seen by the experts themselves، came to a degree of (great) importance with a mean (2.81), a standard deviation (0.31) , and an agreement rate of (94%)، on the Overall tool level.

At the level of areas: The field: research، development and innovation requirements ranked first with an arithmetic mean ((2.87), a standard deviation (0.29), and agreement ratio (96%), and degree of importance (high).

The field of: care requirements for the creative and talented ranked second with an arithmetic mean (2.86), a standard deviation (0.31), and agreement ratio (95%) and degree of importance (high) as well.The field: requirements for diversifying sources of financing got the third rank with an arithmetic mean (2.84), a standard deviation (0.25) ,and agreement ratio (95%)، and degree of importance (high).

The field of: technological infrastructure ranked fourth، with an arithmetic mean (2.80)، a standard deviation (0.38), and agreement ratio (94%), and degree of importance (high).

In the fifth and last place came the field of: rationalization of expenditure with an arithmetic mean (2.70), a standard deviation (0.32), and agreement ratio (90%), and degree of importance (high).

n light of this, the researcher concluded a number of recommendations and suggestions in this regard.
