Regional groups have many mechanisms that allow them to be a real actor and supporter in economic development, but this support will not be successful and effective if the regional groups do not use every outlet that gives them powers to use in support of local investments built on their territory according to what serves their interests and helps them to Achieving the desired sustainable development, given that regional groups are distinguished from other public bodies in that they manage the local community by contributing with the state and under its tutelage in a decentralized system, being a basic unit of the state.

Accordingly, the goal of this research paper is to shed light on the concepts and ideas related to local investment and ways to support it, and the powers of the governor in embodying the investment process, by supervising the laws and regulations related to the investment process as a representative of the state, and the subsequent supervision of the local elected councils as a representative of the state.

A number of results have been reached, which are summed up in the fact that local development in general and local investment in particular are among the main goals that Algeria seeks, and this appears through the arsenal of laws monitored since independence until today.
