The European Union launched the European Neighborhood Policy to contribute to the stability and prosperity of the countries closest to its borders, with the aim of completing the Barcelona Process, which establishes a multilateral relationship.

In order to put it into practice and follow it up, the European Union has developed a set of legal means, as mechanisms and tools based on a set of principles that are considered as guarantees for the implementation of the policy.

The implementation is subject to the follow-up of the various institutions that issue periodic reports.

This policy is subject to periodic review as a renewable policy, but this policy, after 18 years of its establishment, has not succeeded in reducing the gap between Europe and its neighbourhood, nor in achieving the aspirations of the partner countries.

The failure of this policy is due to a number of reasons related to the policy itself, and outside of politics.
