Abstract AR
أصبحت أسلحة الدمار الشامل و خصوصا الأسلحة النووية، و الصواريخ الباليستية المملوكة من قبل الدول النووية الكبرى، جزءا متكاملا من البنية الإستراتيجية لعالم ما بعد الحرب الباردة.
الا انه من الناحية النفسية لا ترى الدول الغير مالكة لها سببا لعدم تملكها نفس الأسلحة و التي تعتقد بأنها ضرورية لأمنها و تخطيطها الإستراتيجي.
و على العموم، من الصعب إنكار الأسلحة النووية على دولة ما حيث لا تحترم قانونيا امتلاك مثل هذه الأسلحة أولا، وثانيا تشكل جزءا من ترسانات الدول الأخرى و التي تفتخر بها.
و بغض النظر عن كون أي الدولة قوة نووية، فإن واقع التعامل الانتقائي يعتبر حافزا للجوء إلى الوسائل الفردية للتخفيف من اهتماماتها الأمنية.
و و اقعيا، يوجد تصور في العالم بأن الدول التي بقيت خارج معاهدة حظر انتشار الأسلحة النووية لعام 1968 (NPT) استفادت أكثر من تلك التي ألزمت نفسها بهذه المعاهدة
Abstract EN
Weapons of mass destruction, especially nuclear weapons, and ballistic missiles owned by the major nuclear powers, have become an integral part of the strategic structure of the post-Cold War world.
However, from a psychological point of view, the countries that do not own them do not see a reason for not possessing the same weapons that they believe are necessary for their security and strategic planning.
In general, it is difficult to deny nuclear weapons to a country where, firstly, the possession of such weapons is not legally respected, and secondly they are part of the arsenals of other countries and are proud of them.
Regardless of any country being a nuclear power, the reality of selective dealing is an incentive to resort to individual means to mitigate its security concerns.
Realistically, there is a perception in the world that the countries that remained outside the 1968 Nuclear Non-Proliferation Treaty (NPT) benefited more than those that committed themselves to this treaty.
