Abstract EN

The problem of this study was the ignorance and denial of some people inside and outside the presence of the ingredients and factors for success to build a modern state in Yemen, and that is what this study tackled.

By setting a main hypothesis based on the fact that the ingredients and factors for success of building a modern.

Civil state in Yemen are not non-existent, scarce, or few, but rather they are many and varied and can constitute a great lever for construction and modernization.

This study came out with many results, the most important of which is first of all the presence of many ingredients and factors for success to build a modern civil state, whether internal or external, material or moral, official or popular, components and factors.

Secondly, that the people and society possess internal and external capabilities that make them able to compel rulers to go towards building a modern civil state if he decide to do.
