The impact of governance principles in improving financial performance of the governmental health insurance system in the Gaza StripThis study aimed to measure the impact of the principles of governance in improving the financial performance of the government health insurance system in the Gaza Strip.

The study population included the employees of the Health Insurance Unit, the employees of the Internal Control Unit and the General Administration of Financial Affairs in the Ministry of Health, numbering (88) male and female employees.

The researcher used the comprehensive survey method, and distributed questionnaires to the study population.

The number of retrieved questionnaires reached (84), and after examining the retrieved questionnaires, none of them were excluded due to the fulfillment of the required conditions.

Therefore (84) questionnaires were analyzed, at a response rate of (95.

5%), The researcher used the descriptive analytical method for its suitability to this study.

The study reached the following results: there is a direct correlation between the principles of governance and its following dimensions (strategic vision, rule of law, participation and accountability, disclosure and transparency, integrity, decentralization, justice and equality, efficiency and effectiveness, anti-corruption, response, organizational structure, legislation and regulations, internal and external oversight) and improving the financial performance of the government health insurance system in the Gaza Strip.

The results also showed an impact of the following governance principles (justice and equality, anti-corruption, legislation and regulations) on financial performance, while the other dimensions (variables) had no impact on financial performance.

The study recommended the need to strengthen the culture of governance among health insurance employees, because this will increase their ability to make decisions in a correct manner, which will be reflected on citizens through the services provided and the quality of services provided, and to benefit from the application of governance principles in setting a scale of the financial performance of government institutions.

In addition, the study recommends setting a standard for evaluating the performance of its employees, and the need to issue clear regulations and laws.
