يتناول هذا المقال أحد المواضيع المتعلقة بالضبط الإداري الذي يمارسه رئيس المجلس الشعبي البلدي بقصد المحافظة على النظام العام، هذا الأخير يشمل مجالات عدة مبينة في قانون البلدية، وذلك في إطار احترام حقوق وحريات المواطنين.
لقد نصت جميع القوانين المتعلقة بالبلدية على وضع جهاز الشرطة البلدية تحت تصرف رئيس المجلس الشعبي البلدي لمساعدته على ممارسة صلاحياته المتعلقة بالضبط، هذا الجهاز الهام و المنظم في سلك ظهر إلى الوجود بموجب مرسوم صادر سنة 1970 ثم حمل اسم الحرس البلدي سنة 1996 في أصعب فترة عرفتها الدولة من الناحية الأمنية.
و بعد مرور سنوات على زوال الأزمة قررت السلطات العمومية التخلي عن هذا السلك، مما جعل رئيس البلدية يفقد أحد الأجهزة الهامة في مكافحة الجوائح كما هو الشأن في الوقت الحالي مع فيروس كورونا (كوفيد 19)
Abstract EN
This article deals with one of the subjects related to administrative police at municipal level, practiced by the president of the municipal people's assembly in order to maintain public order.
The municipal police force was created by a decree taken in 1970, then the regulatory texts relating to its status continued until 1996, when it took the name of municipal guard in the most difficult period that the state has known in terms of security.
Some years after the decade, the government decided to abandon this corps.
This caused the mayor to lose one of the devices to fight epidemics, as is the case with the Corona virus (Covid 19).
