The following study aims to shed light on the importance of intellectual capital, as one of the key access points to the modern management of human resources.

In order to answer the study's questions and test its hypotheses, the descriptive analytical method is adopted, and the workers of the Algeria Telecom Corporation, in Tebessa, were selected as a study community.

The questionnaire was distributed to the study sample consisting of 35 employees in the institution, where (31) among which were analyzed using the SPSS26 program.

One of the study's most prominent results is that modern human resource management significantly affects the intellectual capital in the Economic Institutions
