Parliamentary life in Kuwait, as in other countries, is not free from contracting some diseases that are dangerous to it, such as the MP’s abuse of his influence, or his failure to attend parliament sessions and other harmful actions that prevent the parliament from performing its job.

Therefore, we find the legislator in many countries not only stipulating the abolition of membership in the event of losing one of its conditions -after the election-, but also stipulating the case of dropping membership as a disciplinary penalty for some acts committed by the representative, such as committing a crime against honor and consideration, or violating the duties of the representative office.

With regard to cases of membership revocation in Kuwait, the internal regulations of the Kuwaiti National Assembly have been subjected to two instances of revocation of membership, the first of which is the revocation of membership due to the loss of one of its conditions, and the second of which is the revocation of membership as a disciplinary penalty for the member’s failure to attend the Council’s sessions or committees.

As for the guarantees of dropping membership in Kuwait, by extrapolating the text of Article (16) of the bylaws of the Kuwaiti National Assembly (before its cancellation), it becomes clear that there are three important guarantees approved by the legislator in the procedures for dropping membership; The first is to specify the reasons for dropping the parliamentary membership exclusively, The second guarantee was embodied in providing the opportunity for the member to present his defense before the Council before voting on the decision to drop membership.

As for the third guarantee, it requires the approval of the majority of the members of the Council after completing the prescribed procedures in this regard in light of the aforementioned Article 16.
