Abstract EN

This modest scientific study aims to reveal the first signs of the emergence of reformist thought in the Ottoman Empire and the circumstances that contributed to its crystallization and establishment of its features since the establishment of the state and until its glow in the 15th and 16th centuries AD, and the various roles played by the sultans and senior statesmen in establishing the state's institutions and its various organs throughout its stages.

It is based on a philosophical vision and a purely Ottoman reformist approach that accommodates all the transformations that the state is going through and is flexible and effective in dealing with all the variables that surround the Ottoman Empire.
