This research aims to identify the roles played by civil society actors from associations and organizations through their announced programs related to supporting the contents of the culture of participatory democracy as a strategic option that can be relied upon to achieve comprehensive development, and to clarify the reality of the role of civil society in as an active partner in governance and rational management, considering the Society is a link between the citizen and the authority, and it supports the paths and directions for this, which makes it necessary to involve civil society in the development process
