This paper aims to investigate the socio-cultural obstacles to the National Program for the orption of Fragile Housing (RHP) in Algeria.

The city of Guelma was chosen to study this issue as one of the Algerian cities that was concerned with the program, as the latter benefited from several social housing quotas in order to re-house families residing in The fragile housing neighborhoods in new neighborhoods planned and prepared to receive them.

The field study was conducted on the neighborhood of 150 housing RHP - 2007 program – becau it is a special area in contrast to the subject's concerns, and based on the descriptive approach and the case study method, using the content technology that was used to analyze se the contents of the interviews we conducted with the resident respondents in the field of research, the study concluded that there are distinct social and cultural peculiarities of the communities residing in fragile housing neighborhoods that control the extent of the program's success, which was recorded through the presence of variation in their response to the projects Residential homes directed to them, which was returned to their different social and cultural backgrounds.
