After the accident declared, the social security authority refuses to recognize the professional nature of the accident and refrains from disbursing in-kind and cash payments either because the accident did not occur at the place or time of work or because of the work, or the woerker is not insured, or the accident declaration did not meet the conditions, or because the injury is not caused by the accident or the authority dost not take into account the nature of the injury or the degree and type of disability.

A discute arised between the commission and the victim worker or his rights holders, the dispute arises from social security disputes, whether a public dispute or a medical dispute.
